Housing

Whilst living on Sakhalin, your accommodation is provided by Sakhalin Energy. This may be in the form of an apartment, townhouse or family house, depending on your circumstances and housing policies as well as availability.  Please contact your SEIC HR contact for the current Housing Contact.  Please do NOT assume the type of housing you will be living in based on the experience of others.

The majority of expatriate accommodation is located at Zima Highlands, which comprises of two adjacent camps with Western style housing. Each camp is surrounded by patrolled security fences, with a security gate at each entrance. Accommodation comprises 2, 3 and 4 bedroom houses and 1 and 2 bedroom apartments. Both camps are very open-plan so there are no private gardens.

The houses are furnished but it is possible to bring some of your own furniture (keeping in mind the fact that you may have to store extra furniture in your garage/ store-room). There is not the room to do so in the apartments.

The houses and apartments are fitted out with white goods e.g. electric cooking range, fridge/freezer, microwave, television, mini hi-fi system, DVD players and washing machine, tumble dryer. All accommodation is designed to withstand earthquakes and the harsh winters and warm summers. Central heating is installed in all housing and air conditioning in Zima 1 & 4 housing. 

ZIMA 1 houses: 2, 3 and 4 bedrooms

Layout:  Two floors with integral 1 car garage.  All bedrooms are upstairs.

Heating:  Electric forced air

Cooling:  Central air conditioning

Flooring:  Carpet in living, dining, stairs and bedrooms; wood or laminate in kitchen and entry; ceramic tiles in bathrooms, utility, and entry vestibule.

Window coverings:  Most windows have Venetian blinds.  The living and dining area also have beige curtains.  Bedroom windows may have blackout roller blinds in addition to the venetian blinds but no curtains. 

Outside patio area:  3 and 4 bedroom plans have a large wood or plastic deck off the dining room.  The 2 bedroom plan has a cement patio off living room and wood deck upstairs. 

Fireplace with glass doors in the living room.  Fireplace utensils provided.  No log basket or child safe lock for glass doors.

Kitchen:  U-shaped design with double sink, side by side refrigerator/freezer, electric cooker with hob and oven, dishwasher, and microwave oven.   Counter between kitchen and dining area serves as a bar with 4 bar stools. 

Storage:  Large walk-in closet in master bedroom.  Built-in closets in other bedrooms.  Coat closet in the entry vestibule.  Shelving in garage.  Crawl space underneath house can also be used for storage.

2 bedroom plan:  Queen in master, single in 2nd bedroom.             

3 bedroom plan:   Queen or King in master, queen in 2nd bedroom, twin in 3rd bedroom.  4 bedroom plan:  Queen in master, single beds in other bedrooms. 

Please note that king size bedding is difficult to find in Yuzhno.  The king mattress measures 200cm long x approximately 194cm wide and 20cm deep.

ZIMA 2 houses: 4 bedrooms

Layout:  Three floors with master bedroom + 2 additional bedrooms and laundry on third level, living and kitchen on second (main) level and one bedroom, full bath, family room, and storage room on first level.  Entry is on both first and second level.   No garage.

Heating:  Radiant heat from boiler  Cooling:  No central air conditioning

Flooring:  Wood or laminate in living area (second level); carpet in all bedrooms and study; ceramic tile in bathrooms, utility, and both entry areas.

Window coverings:  The upstairs bedrooms all have curtains (lined with blackout lining). The kitchen, living and dining room windows have blinds only, but there is a curtain on a silver-coated rail over the sliding door in the living room.  The lower floor bedroom and family room have blinds only.

Outside patio area:  Wooden deck off dining room with table and chairs.

Kitchen: U-shaped design with side by side refrigerator/freezer, electric cooker with hob and oven, dishwasher, and microwave oven. Additional dining table in kitchen.

Master bedroom: King (could be two singles together)

Upstairs bedrooms: Single

Lower floor bedroom: Sofa bed

Please note that king size bedding is difficult to find in Yuzhno.  The king mattress measures 200cm long x approximately 194cm wide and 20cm deep.

ZIMA 1 Apartments:  2 bedrooms

The apartments are all the same size with two bedrooms, kitchen, living area and bathroom. A door from the living room leads onto a small outside veranda area. It is possible to change one of the bedrooms into a small dining room, as the living area has no formal dining area.

The living area is furnished with a sofa, an armchair, a low coffee table, a side table, and a separate table and chair that can be used as a desk, and a television cabinet. The living room window has a Venetian blind only and the door onto the deck has no blinds or curtains even though the top half is glass.

A breakfast bar with two stools separates the living area from the kitchen. The kitchen is equipped with an electric cooking range, microwave, standard-sized refrigerator with small freezer compartment, dishwasher.  

Typical bed sizes: We cannot guarantee what size bed you will have as they vary but we provide this as a guideline only. The bedrooms both have American queen size beds, a side table with a lamp and a dressing table with a mirror, and a large built-in wardrobe.

Other electrical equipment includes a standard sized washing machine, tumble dryer, television, DVD player, iron.

There is limited storage space in the apartments and there are no bookshelves.  

ZIMA 3 Apartments:  1 or 2 bedroom

Zima 3 is an area in the Zima camp that consists of one-bedroom or 2 bedroom apartments in apartment blocks and has a security gate at its entrance. It has its own power plant. Also on the camp is a building housing a gym, sports hall, sauna and a bar with snooker table and laundry room.

The apartments are compact with a combined kitchen and living area. There is no air-conditioning.  The kitchen is equipped with an electric cooking range, microwave, and standard refrigerator with small freezer compartment, dishwasher, kettle, toaster and coffee maker.  A selection of cooking utensils is provided including tableware and cutlery. A small dining table with chairs is up against the kitchen wall.

The living area is furnished with a sofa, two armchairs and coffee table. Electrical equipment supplied includes a TV and DVD player.

Typical bed sizes: We cannot guarantee what size bed you will have as they vary but we provide this as a guideline only. The main bedroom has a queen size bed (mattress is approximately 200cm long x 152cm wide x 20cm deep). A couple of wardrobes are located in the dressing area. Depending on location, the bedroom has either one or two windows with blinds only, no curtains.

The bathroom is extremely compact.

There is very limited storage space in the apartments.

ZIMA 4 Houses: 3 bedrooms

Layout: Two stories with 3 bedrooms and two bathrooms upstairs, 1 toilet downstairs. No garage. Combined kitchen/dining rooms, living room and separate office downstairs.

Heating: Radiant heat with individually controlled thermostats

Cooling: Air conditioning in Master bedroom and Living room

Flooring: Carpet in living, dining, stairs, and bedrooms; wood laminate in kitchen and entry; ceramic tile in bathrooms, utility, and entry.

Window coverings: All windows have vertical blinds.

Outside area: Narrow wooden veranda at the back of house.

Kitchen: U-shaped design with double sink, side by side refrigerator/freezer, electric cooker with hob and oven, dishwasher, and microwave oven. Breakfast area with table and 4 chairs.

Storage:  Two built-in closets in master bedroom. Built-in closets in other bedrooms.  Coat closet in the entry.  Pantry with shelves in the kitchen.  Additional room on lower level can be used for storage, office/TV room, or playroom.

Master bedroom: King size measuring approximately 203 cm long x 195 cm wide

Other two bedrooms: Single beds measuring 99 x 190 cm.

ZIMA 4 Apartments:  2 Bedrooms

Apartments on either ground or first floor of the building. The apartment on the first floor is accessible via stairs with two corners. It is not easy to carry big pieces of furniture up these stairs.  You should keep this in mind if you consider bringing your own furniture.

Layout: One floor with; entrance hallway, 2 bedrooms, one bathroom and a utility room. No garage. Combined kitchen/dining room furnished with a four or six chair dining table, coffee table, sofa (3+1+1) and a TV cabinet. The master bedroom has a chest of drawers with a mirror.

Heating: Radiant heat with individually controlled thermostats

Flooring: Carpeted throughout, except for the entrance hallway, kitchen, utility and bathrooms

Window coverings: All windows have vertical blinds 

Outside area: Ground floor apartments have a terrace accessible from the bedroom   

Kitchen: Dishwasher/oven/ceramic cooker/microwave and a fridge /freezer.

Utility room: Washing machine and tumble-drier

Storage: Limited. Built-in wardrobes in the bedrooms

Bedroom 2: Single bed measuring 99 x 190 cm

Medical

Isos Clinic

Primary health care for expatriates and their families is available at the International SOS (ISOS) Clinic https://www.internationalsos.com/en/.  You should register with the clinic as soon as possible after arrival. The clinic needs a copy of your passport, visa, your vaccination record and CIGNA card.

The ISOS clinic provides general day to day treatments.  For emergencies, referrals or in-patient care not available in Yuzhno it is possible you might be sent to Seoul, South Korea, Hakodate, Japan or to your home country.  The staff at the ISOS clinic will advise on procedure.

All staff members of the ISOS Clinic speak English.  If it is necessary to visit a hospital in Yuzhno-Sakhalinsk, an interpreter is provided.

The clinic dispenses medication prescribed by its doctors.  Additionally there are many well-stocked pharmacies in Yuzhno, where you can find both Russian and familiar brands.

There is an Emergency doctor on Zima for Zima residents and visitors 24 hours a day.

Medicines

If you need medication on a regular basis you are advised to bring it with you, having checked before departure that it is not a banned substance. It might also be possible to arrange for supplies via the ISOS clinic. Basic medical supplies for children are available, including infant paracetamol/acetaminophen and cough mixture.  Regular prescription medication should be brought with you in adequate quantities as not all medicines are available or in regular supply.  This should be supported by a doctor’s note to avoid having supplies confiscated by customs.

Special Note:  Malaria prophylaxis is not available.

Dental Care

Dental consultations can be arranged via the ISOS clinic in Yuzhno-Sakhalinsk.  An interpreter from ISOS; at your own expense, will accompany you if necessary.

Opticians

It is possible to have spectacles mended.  Eye tests are also available and if your prescription is standard new spectacles are available at a reasonable price. Soft contact lenses and some multipurpose contact solutions are available.  However, as far as we know, it is not possible to obtain rigid gas permeable lenses or their solutions here.

Family planning

Check with ISOS Clinic which contraceptives they are able to provide before you arrive.

Pregnancy test kits can be bought in the local pharmacies. The clinic can provide multivitamins and folic acid as required for pregnancy.

Antenatal / postnatal checks are provided by the ISOS Clinic

There are no pre-natal classes in English available in Yuzhno.

EMPLOYMENT OPPORTUNITIES FOR PARTNERS

Paid Employment

Presently, very few expatriate partners work on Sakhalin, as it is not easy to find work. There are no employment agencies dealing specifically with expatriate employment and very few international companies.

Sakhalin Energy has a strict procedure for employment, with priority given to Russian nationals.  However, a few partners with the right skills and experience have managed to obtain contracts with the company.

If you want to set up your own company whilst on Sakhalin, you will need a different visa than the one you arrive on.

You can work on Sakhalin with your current visa; however you will also need a work permit. Your prospective employer should apply for a work permit prior to the employment date. However, whether the work permit will be issued would depend upon the company’s application and the expertise required for the position.

Voluntary Work

There are opportunities to provide support to the local Community in Yuzhno-Sakhalinsk.

Within the Zima community volunteer opportunities include the following.

Helping at the Sakhalin International School, Outpost volunteer positions, The United Charity Committee, assist with Scout Troops, The Hub Library and Sports activities.

The main fundraising opportunity each year is the annual Christmas Bazaar, which is held at the end of November and money raised from this event helps to support a number of local charities within Yuzhno and Sakhalin.
